What happens on site?
Visible construction work and the documents recording specific events are connected, but they are not the same thing. Check each separately.
For the commissioning procedure, the construction must have been completed to the applicable scope and the necessary inspections and tests have been carried out. This includes not only the dwellings, but also the common areas, facilities and conditions for safe use according to the approved design.
After the final act, there may still be individual finishing works, adjustments or defect removal. The administrative authorization of the use is not a technical guarantee that the particular apartment has been handed over without objections.
For the buyer
Why does it matter to the buyer?
This is the main document showing that the building may be used legally. In a particular purchase, it may affect the transaction, mortgage, handover or payment, but the consequences depend on the law and the parties' contracts.
The buyer must confirm that the document covers the correct block, entrance or property. There can be several buildings and phases on one plot, and a substation or external connection document does not mean that the apartment block is put into operation.
DNSK or the authority that issued the building permit has competence according to the category and regime. It or the official file confirms the type and scope of the administrative act.
A lawyer checks the legal significance of the transaction, ownership and encumbrances. The engineer assesses the technical condition and the lender has its own requirements; approval by one participant does not replace checks by others.

What do you need to clarify?
Identify the correct final document - a use permit or commissioning certificate - who issued it and under which procedure. Compare the construction category, building permit and description of the approved building or stage.
Check that your block, entrance, stage and destination are included. If a document is found through a parcel search, do not automatically assume that it refers to every building on it.
Checklist
Use this list when speaking with the seller or a specialist. A tick only records your progress; it does not verify the condition of the property or the works.

Compare the number, date, issuer, category, building permit and full description of the approved building.

Determine if the document is final and in effect and if it is limited to a part, stage, block or specific purpose.

Separate the residential building from a substation, street, networks, garage building or neighboring block on the same plot.

Compare the document with the cadastral scheme and the title deed without assuming that either alone guarantees ownership.

Check the ownership, encumbrances, contract, technical condition and terms of delivery separately.
