Where the data comes from
For every source we show what is obtained, how, and under which conditions. Technical access does not automatically mean a right of reuse.

1. How Mesto obtains and uses data
- A source is registered with its official URL, owner, scope, acquisition method, frequency, attribution, and permission evidence.
- Automated import records a verifiable snapshot, checksum, date, and record count. Raw responses from report-specific requests are not retained by default.
- A source is included in the public product only after its applicable terms are documented and the attribution, personal-data, and reuse requirements are implemented.
- Every report fact carries its source, date, and limitation; Mesto calculations are separated from official facts.
2. Sources, licences, and contracts
GCCA / KAIS open data
Cadastral parcels, buildings, individual units, and separate rights archives. For rights data Mesto imports legal-entity rows only and omits natural-person rows.
- Acquisition
- Background download of official district ZIP archives; the interactive lookup is not scraped.
- Evidence
- 0 archives imported locally; 0 rows read.
- Legal
- Geospatial cadastral themes fall within the high-value dataset regime, but the KAIS page does not display a sufficiently clear licence for all six archives. Written GCCA confirmation is required before activation, particularly for individual units and rights archives.

Sofiaplan API
Schools, kindergartens, parks and gardens, metro stations, and areas with potential flood risk.
- Acquisition
- Versioned official API with periodic background import of selected fixed dataset IDs.
- Evidence

- Legal
- Sofiaplan publishes the API as open data and requires attribution. For each dataset used, we apply the terms and attribution specified by the publisher.

Sofia Architecture and Urban Planning - public registers
Building permits, design visas, planning orders, and occupancy certificates.
- Acquisition
- Only bounded lookup by exact cadastral identifier with delay between requests; no bulk crawling.
- Evidence
- All four official endpoints returned HTTP 200 during verification; local snapshots are retained for completed checks.
- Legal
- The register is publicly visible, but no sufficiently clear licence/API regime for automated commercial reuse is published. Written permission or contractual terms from Sofia Municipality/NAAG are required.

European Commission VIES
VAT-status check only where an exact valid legal-entity UIC has been established from another authorised official record.
- Acquisition
- Single SOAP request by exact UIC; we retain the result, date, and name, but not the response address.
- Legal
- Public VAT-registration validation service. The result is not presented as a commercial-register extract.

OpenFreeMap
Provides style and map tiles for visualisations. The browser connects directly to the service; Mesto does not present the map as an official cadastral sketch.
- Legal
- We use the published free service and display the required OpenFreeMap/OpenStreetMap attribution. The browser request is also described in the privacy notice.

3. High-value datasets
Directive (EU) 2019/1024 and Implementing Regulation (EU) 2023/138 require listed high-value datasets to be made available free of charge, through APIs and bulk download, and under conditions compatible with CC BY 4.0, CC0, or equivalent. This supports reuse but does not replace the need to establish that the exact file and fields are in scope and to comply with attribution, personal-data, and security limits.
- Strongest match: cadastral parcels and buildings as geospatial cadastral parcels.
- Potentially applicable depending on the exact dataset: flood risk and some transport/land-use layers.
- Not automatically covered: cadastral rights/owners, NAAG registers, schools, kindergartens, and the analytical development-potential layer.
